2. Inaccessible content

The content below is not accessible for the following reasons:

  • Non-compliance with the accessibility criteria of the Digital Kit Program, in accordance with the UNE-EN 301 549:2022 standard.

9.1.2.1 Audio only and video only (recorded) (Conditional)

Condition: When the ICT is a web page.
Recorded audio only:  An alternative to time-based media is provided that presents equivalent information to the recorded audio-only content.
Recorded video only:  An alternative to time-based media is provided, or a soundtrack is provided that presents equivalent information to the recorded video-only media content.

9.2.2.2 Pause, stop, hide

Condition: When the ICT is a web page.

For information that moves, flickers, scrolls, or updates automatically, all of the following apply: (Level A)

  • For all moving, flashing, or scrolling information that (1) starts automatically, (2) lasts longer than five seconds, and (3) is presented in parallel with other content, there is a mechanism for the user to pause, stop, or hide it unless the moving, flashing, or scrolling is part of an activity where it is essential; and
  • Auto-Refresh: For all auto-refreshing information that (1) starts automatically and (2) is presented in parallel with other content, a mechanism is in place for the user to pause, stop, hide, or control the frequency of the refresh unless the refresh is part of an activity where it is imperative. NOTE:
    For requirements related to blinking or flashing content, see Guideline 2.3. NOTE:
    Because any content that does not meet this success criterion may interfere with the user’s ability to use the entire page, all content on the Web page (whether used to meet other success criteria or not) must meet this success criterion. See Conformance Requirement 5: Non-interference. NOTE
    Content that is periodically updated by software or streamed to the user agent is not required to retain or render information that is generated or received between the start of the pause and the resumption of rendering, as this may not be technically feasible and in many situations could be misleading to do so. NOTE
    An animation that occurs as part of a pre-load phase or similar situation may be considered essential if interaction cannot occur during that phase for all users, and its failure to indicate progress could confuse users or cause them to think that the content is frozen or broken.

9.2.4.1 Avoid blocks (Conditional)

Condition : When the ICT is a web page
There is a mechanism to avoid content blocks that are repeated on multiple web pages (Level A)

https://www.w3.org/TR/WCAG/#bypass-blocks

9.3.1.2 Language of the parties (Conditional)

Condition : When the ICT is a web page

The language of each passage or phrase in the content can be determined by software, except for proper nouns, technical terms, words in an unspecified language, and words or phrases that have become a natural part of the surrounding text. (Level AA)

https://www.w3.org/TR/WCAG/#language-of-parts

9.6 WCAG Guidelines Conformance Requirements (Conditional)

Condition : When the ICT is a web page

The following five conformance requirements of the WCAG 2.1 Guidelines [5] must be met at level AA:

  1. level of conformity;
  2. full pages;
  3. complete processes;
  4. use of technologies exclusively according to methods that are compatible with accessibility;
  5. without interference.

NOTE 1 In the event that a web page meets all of requirements 9.1 to 9.4 or an alternative version conforming to level AA (as defined in WCAG 2.1 Guidelines [5]) is provided, conformance requirement 1 is met.

NOTE 2 According to WC3, “The WCAG 2.1 Guidelines extend the Web Content Accessibility Guidelines 2.0 [4], which were published as a WWW Recommendation in December 2008. Content that conforms to the WCAG 2.1 Guidelines also conforms to the WCAG 2.0 Guidelines and, consequently, to policies that reference the WCAG 2.0 Guidelines [4].

NOTE 3 Conformance requirement 5 states that all content on the page, including content that would not otherwise serve as a basis for achieving conformance, complies with sections 9.1.4.2, 9.2.1.2, 9.2.2.2 and 9.2.3.1.

11.8.4 Repair Service (Conditional)

Condition : When the web content is an authoring tool.

If an authoring tool’s accessibility checking functionality can detect whether content does not meet a requirement of Chapters 9 (Web) or 10 (Non-Web Documents), as applicable, then the authoring tool must provide suggestion(s) for remediation.

NOTE This does not preclude an automatic or semi-automatic repair, which is possible (and recommended) for many types of content accessibility issues.

– Disproportionate burden

Not applicable.
